vacy," she said. "The government
already has wide-ranging powers to -
wiretap, search and detain immigrants.
There's no evidence that it was limits
on those powers that led to this situa-
tion."
She doesn't foresee another round of
"Palmer raids" or a -return to th-e anti-
communist witchhunts of the 1950s.
"Then, communists were viewed as a
. life-or-death threat," she said.
Moss is impressed with the restraint
most Americans have shown in refus-
ing to regard all Middle Eastern immi-
grants as potential terrorists, despite
their anger and fear. "We must not
translate legitimate public distress into
a mandate for the surrender of the Bill
of Rights." ❑

Moss is also strengthening the organi-
zation's ties to other groups and com-
munities.
Moss is baffled when anyone
describes the ACLU as "leftist" or
"liberal." "There's nothing more con-
servative than defending the
Constitution," says Moss. "Our mem-
bership includes Republicans,
Democrats and Libertarians, young
and old, from every religious and eth-
nic group. We're very diverse."
On one case, the ACLU partnered
with Right to Life, she said, and on
another, with the National Rifle
Association, both usually regarded as
ultra-conservative.
Moss admitted that her job changed
on Sept. 11, the day of the terrorist
attacks in New York, Washington and
over Pennsylvania. Other projects were
shoved aside as ACLU Michigan, like
every ACLU affiliate in the country,
went to work with its national legisla-
tive office in Washington to make sure
any anti-terrorist legislation is
