Fleischer was an early leader and co-

Forum, which brings together lawmak-
ers, congressional and administration
staffers for Jewish events and study.
In accepting the award, Fleischer,
who has attended the services run by
Rabbi Levi Shemtov, Chabad's man
on Capitol Hill, referred to himself
as a "Reform Lubavitch." Fleischer
mentioned that his mother voted for
the Democratic ticket in last year's
election; Lieberman, the vice presi-
dential nominee on that ticket,
expressed the hope that the elder
Fleischers would retire and move to
Florida, where their Democratic vote
might have an impact in the next
presidential election.

Anthrax And Manholes

It was a scene of controlled chaos on
Capitol Hill this week as lawmakers
and staffers tried to cope with a grow-
ing anthrax scare and its snowballing
consequences.
Life was strange for Jewish activities
as well, as ordinary tasks became
unpredictably complex.
On Tuesday, the Capitol was open
but the six House an _ d Senate office
buildings remained closed as experts
tried to determine the extent of
anthrax contamination. The concern
was heightened by the death of two
workers at a postal facility that handles
mail for the capital, and the failure of
authorities to connect their illness to
the anthrax threat until after they died.
Many lawmakers were working out
of their district offices or temporary
facilities in Washington; countless
meetings were canceled and tons of
undelivered mail was accumulating.
When Israeli Foreign Minister
Shimon Peres appeared at a congres-
sional reception hosted by Senate
Minority Leader Trent Lott, R-Miss.,
reporters were only interested in ask-
ing questions about the onset of bio-
logical warfare in the capital.
A mile away, some Jewish activists
were going through another kind of
dislocation.
An exploding manhole — the prob-
lem has been epidemic in Washington
in the past year, caused by decaying
underground utilities, not terrorists —
knocked out phone and electrical serv-
ice at the B'nai B'rith headquarters
building on 16th Street, a few blocks
from the White House.
That building houses a number of
Jewish agencies, whose employees
found themselves as disconnected as
Capitol Hill staffers. ❑
