measures against domestic terrorism at a

"America is involved in a grotesque
hypocrisy when it is targeting bin
Laden and killers of Americans while
demanding that Israel not target killers
of Israelis, Klein said.
The far-left Israeli group Gush
Shalom, however, said Ze'evi's death
shows the bankruptcy of Israel's own
policy of targeting Palestinian militants,
and highlights the need for peace talks.
"If only this round of revenge does
not lead to counter revenge," the group
said in a statement, "but it is possibly
too much to be expected from this gov-
ernment to draw the conclusion that
assassinations are just not it, and that

Elan Steinberg, executive director of
the World Jewish Congress. "I don't
see an increase in the quality or quan-
tity of such communications.
"However, because of the changed
circumstances and the sober reality
we're facing, I think we address it in a
much more serious manner."
Jewish communities abroad have
been on high alert since the intifada
began a year ago, but have been placed
on even higher alert since Sept. 11,
Steinberg said.
To buttress these efforts, he said, the
WJC has established a new "security
fund" for communities to upgrade
their building security.
At Brandeis, two buildings were evac-
uated Monday after an administrative
assistant to President Jehuda Reinharz
apparently opened an envelope and
found white powder on her hand.
The buildings were cleared for three
hours while law enforcement officials
investigated.
