"It's a shame the international fight against racism has hit this road block," said Rep. Nita M. Lowey, D- N.Y. 'Anti-Israel extremists may have hijacked the Durban conference, but we will not let them diminish our resolve to hold Yasser Arafat responsi- ble for the perpetual violence in the Middle East." Rep. Ben Cardin, D-Md., a senior member of the Jewish delegation in the House, said that congressional skepticism about the Palestinian Authority will "harden" in response to Durban, and that lawmakers may examine closely the role of countries that supported the anti-Israel cam- paign at the conference. "I am extremely disappointed with how Durban turned out," he said. "It's a result that is not good for the United States and not good for Israel. I can't believe it ended up the way it did; it is a diplomatic disaster." Arafat's assault on Israel also won't help him get the meeting he craves with President George W Bush. Late last week, administration offi- cials were debating whether or not to set up a meeting between the two leaders when they are in New York for the opening of the U.N. General Assembly late this month. Arafat, the most frequent foreign visitor to the Bill Clinton White House, has not received his first invitation to visit President Bush. Rep. Cardin said such a meeting is less likely now, and that pro-Israel law- makers will weigh in against one. years ago. Schlussel ❑ Durban will be negative "to the extent that it will tell people around the world who do not know much about the issue that Israel is a racist state." But Israel's isolation will not be as devastating as it was in the 1970s, he said, when nations around the world cowered before the Arab oil weapon. And that impact may be offset by a new realism on the possibility of peace in the region. "Israel and its friends deluded them- selves for a decade into thinking they had found a way to end the conflict. Ending that delusion should be the first priority; Durban, as painful as it was, was a first step." Eric Yoffie, president of the Union of American Hebrew Congregations and a peace process supporter, agreed that Durban represents "a return to the bad old days. We now are facing a very hostile international environ- ment, with countries like Syria and Iran determining international events." Abraham Foxman, national director of the Anti-Defamation League, pre- dicted a silver lining to the Durban debacle. The waste of a session intend- ed to deal with a critical worldwide problem will be apparent to other nations, he said. The Palestinians, he predicted, will try to repeat their performance at upcoming conferences on women and BATTERING on page 24 VOTE MAYOR FRACASSI TUESDAY, SEPTEMBER II for I our am citizenry. personally proud of our Mayor for his concern and commitment to ensure the fiscal responsibility of our city and that there be sufficient resources for all necessary sere' - . Durban also undercut Israel's efforts to explain its actions in response to Palestinian terror, said David Makovsky, a senior fellow at the Washington Institute for Near East Policy a pro-Israel think tank. "Israel has been trying to make the international case that it is the victim of systematic terror aimed at its exis- tence," he said. "But here is an inter- national forum saying, 'No, you are not the victim. You are the victimizer.' That assault on common sense requires a strong response." Privately, some Jewish leaders are talking about organizing boycotts and demonstrations against the countries that supported the harsh anti-Zionist language and the NGOs that voted for the odious resolution over the week- end. Others said the Palestinian role in shaping the conference resolution showed that the Palestinian leadership no longer has any real interest in working out a compromise with Israel. Most Jewish leaders agree; not all are unhappy about that message. "The kind of flamboyant outrages that took place in Durban are construc- tive, because they will help people understand that the mood is foul, the situation is dangerous and appeasement is not working," said Daniel Pipes, pres- ident of the Middle East Forum and a persistent peace process critic.
