eled, diplomatically if possible, for a
lasting two-state solution.

Israel's Bottom Line

Addressing security while minimizing
demographic difficulties, Israel's
Yigal Allon — a former general and
Labor Party foreign minister — pro-
posed annexation including the
Jordan Valley, Etzion bloc south of
Jerusalem, and "thickening" of
Israel's coastal waist. The Allon plan
became Israel's unofficial territorial
minimum until shelved by Oslo.
Before losing to Ehud Barak in
1999, Prime Minister Benjamin
Netanvahu reportedly conceded over
two-thirds of the West Bank and
Gaza Strip to the Palestinians. Barak's
government collapsed over his inten-
tion to yield all but five percent.
Between those figures lies Israel's
necessary bottom line, a modified
Allon plan, incorporating 15 to 20
percent of the territories and 85 to
90 percent of the settlers.
The Palestinians, on the other
hand, require an Oslo-plus — an
economically, politically, and militar-
ily viable country. Unlike a West
Bank and Gaza Strip statelet, a stag-
ing ground for the next phase of
Arab-Israeli fighting, this Arab
Palestine must be able to absorb large
numbers of refugees, maintain its
integrity against would-be suzerains
like Iraq and Syria, and feel itself
equal to Israel.
That means the time for a
Palestinian-Jordanian federation has
come again. But first, Yasser Arafat
