here is a consensus of concern
about certain aspects of the
plan, besides the obvious concerns
about separation of church and state
said Rabbi Marla Feldman of the
Jewish Community Council of
Metropolitan Detroit.
The federal government seems to
be backing away from its commit-
ment to providing for the social wel-
fare of the community — turning it
over to non-profit agencies that can
never fulfill the needs that the gov-
ernment can do, she said.
"We oppose it unless certain con-
ditions are met," she said referring to
the Council's official position, which
says in part: "The Jewish
Community Council opposes chari-
table choice legislation that does not
contain meaningful and effective
First Amendment safeguards such as
those that prevent proselytization,
coercion or indoctrination and that
safeguard clients and service provider
employees against religiously based
discrimination." ❑

He also countered charges that the plan
is just a thinly disguised effort to drasti-
cally scale back programs for the needy.
"I'm under no illusions," he said. "I
know government cannot be replaced
by charities. The best mentoring pro-
gram will never be a substitute for
Medicaid for poor children."
But the president largely ignored the
growing number of critics on the right,
who worry that the plan would require
the government to fund non-main-
stream religious groups and that it
would inevitably lead to government
interference in churches and synagogues.
Opposition from the religious right is
the real reason for the faith-based stall,
said Marshall Wittman, a senior fellow
at the conservative Hudson Institute.
"That's something he will also have
to address, although it's probably some-
thing that can be done best through
lower-profile situations," he said. "I
expect there will be a lot of meetings
on the subject in the next few days."
• The House bill includes charitable
choice language, as well as a provision
stripped from the recently passed tax
cut bill that would allow non-itemiz-
ing taxpayers to deduct charitable con-
tributions, a potential boon to philan-
thropic groups. ❑
