"He tortured, humiliated and killed people because he considered them subhumans who had no right to live," the presiding judge said in Wednesday's verdict. 10 Commandments Site In Limbo Washington/JTA — The U.S. Supreme Court let stand a lower court ruling that a six-foot monument inscribed with the Ten Commandments on pub- lic property violates the separation -of church and state. By refusing to hear the case Tuesday, the high court turned aside an appeal filed by officials from Elkhart, Ind. The high court is letting a U.S. court in Indiana decide what the city must do with the monument.
