He was known for giving
our hundreds of $2 bills to
family and friends, each bill
with a personal message scrawled
upon it.
In his 70s, he would stuff his pock-
ets with penny candy to lavish upon
children. He was celebrated around
town and at Temple Israel as the
"Candy Man" — giving out 12 15
pounds of treats a week.
But the sweetest parr of his life was
his love affair with his wife of 72
years, Lina. He traveled to her home
in Owosso to court her and contin-
ued to call her lovingly "his girlfriend"
75 years after they met.
"Even to the half-hour before he
died, he was callina b me his girlfriend,"

she said.
Irving Small, a former Detroiter,
died of heart failure May 3 in West
Palm Beach, Fla.
Mr. Small's father-in-law, Joseph
Lebowsky, knew Thomas Dewey, the
1944 and 1948 Republican presiden-
tial candidate and Owosso native and
employed the young Dewey in his
clothing business.
Mr. Small served as co-chairman of
Dewey's 1948 campaign in Michigan
and took his entire family that yeAr to
the Republican National Convention
in Philadelphia. Dewey, however, was
unexpectedly defeated by President
Harry Truman that fall.
"You can imagine his disappoint-
ment when Dewey lost," said son
Michael Small, a lawyer in Florida.
"We had visions we might end up in
Washington and my dad a Supreme
Court justice."
Mr. Small's granddaughter,
Kimberly Small of West Bloomfield,
did become a judge, of the 48th
District Court in Bloomfield -
Township. Two of his three children
d four of his grandchildren went
nto law.
"He wasn't just an attorney, he was
counselor also, caring very deeply
or what he was doing," said Judge
mall. "He'd look at us and he'd shake
is finger and say, 'You're only as good
your word is.'"

the 1930s. As well as practicing pro-
bate, tax and real estate law into his
80s, Mr. Small was also an entrepre-
neur and real estate investor. He held
the Michigan franchise for Burger
Chef fast-food restaurants and owned
the Belcrest Hotel on Cass Avenue in
Detroit as well as apartments.
Mayor Albert Cobo appointed Mr.
Small as chairman of the Detroit
Welfare Commission. He was also
appointed counsel to the Michigan
Securities Commission and the Public
Trust Commission.
The Smalls' Palmer Woods home
in Detroit served as a meeting place
for a "Who's Who" of local leaders.
An articulate public speaker, Mr.
Small's civic and political skills were •
put to good use for the community.
He was a founding member of
Temple Israel, a 32nd-degree Mason,
a Shriner and the 27-year director of
the Old Newsboys.
Mr. Small is survived by his wife,
Lina Small; sons and daughters-in-
law, Stuart and Marsha Small of
Florida, Michael and Ann Small of
Florida; daughter, Candace Salinis;
grandchildren, Cathy and Dr.
Andrew Scheman, Judge Kimberly
Small, Scott and Elise Small, Lisa
Small Conde and Anatole Conde,
Jodi Small Kantor and Ilan Kantor,
Bradley and Lisa Small, Joseph "J.D."
Small, Jason Salinis and Melissa and
Chris Still; great-grandchildren, Erica
and Jessica Stern, Loren and Nicole
Scheman, Samantha and Blake Small,
Shelby and Blake Still, Joshua, Jeffrey,
Jamie and Julie Salinis.
Interment was at Beth El
Memorial Park. Contributions may
be made to the Joseph and Bessie
Lebowsky Fund at Temple Israel,
5725 Walnut Lake Road, West
Bloomfield, MI 48323, or Hospice of
Palm Beach County, 5300 East
Avenue, West Palm Beach, FL 33407.
