Knesset on issues of economic and
political reform.
The institute has achieved success,
most notably in its bipartisan support
for overturning the law allowing the
direct election of Israel's prime minis-
ter. It also continues to play a critical,
and unglamorous, role in developing a
real budget process for the country.
And it has been working with gov-
ernment leaders to "decentralize"
Israel's bureaucracy so that something
as trivial as installing a traffic light at
an intersection in Beersheva doesn't
require Knesset approval.
However, much of its energy and
resources have been focused on devel-
oping and ratifying a constitution.
While the Declaration of the
Establishment of the State of Israel in
1948 has served as a cornerstone for
the country's governance, the task of
creating a constitution was postponed
to focus on building and defending
the state. The sensitive issues of bal-
ancing secular law with Halachah, or
Torah law, Zionism with democracy,
would have to wait.

we are doing" and who want to be
involved, personally or economically.
"What we are doing is all intellectu-
al; it is the grunt work that needs to
be done if the state will survive in the
future," Marcus said.
