Some of the report's findings: "Not only was the violence nur- tured, planned and prosecuted as an instrument of policy by the Palestin- ian leadership but key elements of the Palestinian security apparatus have actively participated in the violence." A Palestinian TV program called the "Children's Club" uses a Sesame Street- style format to encourage hatred and violence towards Jews. One song shows youngsters singing about wanting to become "suicide warriors" and'another shows them singing "when I wander into Jerusalem, I will become a suicide bomber" and another declares: "We will settle our claims with stones and bullets." Some 27,000 Palestinian children went to PA summer camps last year; a videotape submitted to the Mitchell Commission shows them getting lessons on using firearms and slitting Israeli throats. Not only did Arafat violate signed agreements to confiscate illegal weapons, but he has been smuggling and stockpiling large quantities of hand grenades, rocket propelled grenades, grenade launchers, anti-tank missiles, shoulder launched anti-air- craft missiles, cannons, machine guns, mortars, mines and high explosives. Little Time Perhaps Mitchell's report will be more fair and balanced than the one by Mary Robinson, the United Nations High Commissioner for Human Rights, last November. She made vir- tually no mention of Palestinian attacks against Israelis, ignoring the lynching of two Israel Defense Forces reservists at the Ramallah police sta- tion and the destruction of Joseph's tomb and other Jewish holy sites; and overlooked Arafat's use of children as shield for his heavily armed police. But Israel can expect to come in for some tough criticism in the Mitchell report as well as the State Department's annual Human Rights Report for its assassinations of intifada leaders, collec- tive punishment measures and suspicion of using excessive force. The two reports and the policies they scrutinize are the products of two previ- ous governments, but the new leaders in Washington and Jerusalem will have to deal with them before they've had time to find their bearings and get to know each other.
