became popular after the Middle

often provided tickets that gave a
poor man food and lodging for
I one day. In some places, regular
"collectors" went from home to
1 home and solicited donations.

clothing and burial. Often, new
residents of a city were simply
I sent a bill to pay for their.
tzedakah obligation.
By the 19th century, both meth-
! ods of distribution and attitudes
toward the destitute changed
I tremendously, especially in the
United States.
Large philanthropic organiza-
tions were created to deal with
such pressing issues as caring for
Jewish immigrants both in this
country and on their way to Eretz
Yisrael, the Land of Israel. Institu-
tions were established to care for
I Jews with special needs, while vir-
tually every larger Jewish commu-
nity had its own hospital, voca-
1 tional service and family-care cen-
1 ter.
At the same time, not everyone
was especially eager to give,
and the notion of taking "charity"
became distasteful, replaced by
the more politically correct "social
welfare" and "assistance," which
remain with us to this day.
