changed. As the recent Knesset vote to
call new elections approached, Bishara
was the first of the Arab MKs to
announce he was voting against the
government, even though his move
would help the right-wing opposition.
All nine other Arab MKs joined in.
Under pressure from Israeli Arabs,
Barak agreed to appoint a full corn-
mission of inquiry into the October
riots, with the power to subpoena wit-
nesses and the duty to publicize its
findings. But the inquiry, whose start-
ing date is still undetermined, seems a
lose-lose situation for him: If it exon-
erates the police and the "political ech-
elon," the Arabs will no doubt cry
"whitewash," yet if it blames the police
and their civilian bosses, the Arabs will
take this as proof of officially-sanc-
tioned murder.
Recently, the government also
announced a four-year, $1 billion pro-
gram to "close the gaps" in education,
infrastructure and income between the
Arab and Jewish populations. "It's a
bluff," says Arab MK Mohammed
Barakei, arguing that after subtracting
the regular funding that finds its way
to the Arab sector, the "extras" amount
to only $50 million a year. "That's not
going to close any gaps," he says.
"It's not true, I checked the figures,"
protests Tal. A lot of good it's going to
do him. "Where's the money? We
haven't seen the first shekel," says
Aghbariya.
The "Bad Israel
Shimon Peres says Labor's relations
with Israeli Arabs have "turned bad,
and it's going to be extremely hard to
change that." Instead of being seen as
the representative of the "good Israel,"
or at least the "better Israel," he said,
Barak and Labor are now blamed as
the leaders of a "bad Israel" which, for
Israeli Arabs, has hardly ever looked
worse.
By seemingly giving all his attention
to the peace process with Syria and the
Palestinians, Barak gave the impression
that as soon as the Israeli Arabs voted
for him, he forgot about them. So far,

tion, do you think Bibi has one?"
Further to the right, hard-liners do
not expect Netanyahu to heed their
calls for tougher blows against the
Palestinians.
Avni Baruch, a 55-year-old author,
said he will support Netanyahu only if
he publicly apologizes for negotiating
with the Palestinians and ceding most
of the West Bank city of Hebron to the
Palestinian Authority in January 1997.
"Even then, I won't be voting for
him, but against his opponent," said
Baruch, who also supports the far-
right National Union Party.
"They are all the same. They are all
liars," he said. "Anybody who says that
peace is possible with the Arabs is sim-
ply lying."
Perhaps the only voters who are
somewhat content are supporters of
Shas, the Orthodox party that attracts
predominantly Sephardi voters.
Some Shas supporters worry that if
the Knesset calls new parliamentary
