In his reply to the Presidents
Conference this week, Indyk castigat-
ed journalists for misinterpreting his
remarks.
The ambassador insisted he was refer-
ring only to the religious aspects of the
city, and that he was addressing his
remarks to Arab and Muslim leaders, "a
fact which all present, including the
journalists, understood. But unfortu-
nately, some journalists chose to distort
my remarks and convert them into criti-
cism of Israel, which they were not."

Drugs In Limbo

Lawmakers, racing to leave town but not
likely to meet their Oct. 6 target, are
involved in a partisan squabble over pre-
scription drug plans for senior citizens.
Election-year politics, not effective
policy, is likely to be the bottom line as
both sides try to use the issue to boost
their chances in the Nov. 7 congressional
elections.
But it's a serious matter for Jewish
groups around the country that serve
elderly clients — many of whom are in
the "near-poor" category that could be
excluded from some plans now under
consideration.
The United Jewish Communities
Washington Action Office is closely
monitoring the last-minute legislative
push, said Diana Aviv, UJC's vice presi-
dent for public policy.
On Monday Republican congression-
al leaders and President Bill Clinton sig-
naled they were ready to advance legisla-
tion allowing U.S. citizens to purchase
lower-cost drugs originally exported
abroad. But there were no indications
they were any closer to an agreement on
plans to provide prescription drug bene-
'fits for Medicare recipients.
The Republicans are pressing for stop-
gap proposals that would provide some
immediate relief for the lowest income
Medicare recipients, but not those of
modest means, as well as the "reimporta-
tion" proposal.
The Clinton administration and con-
gressional Democrats are holding out for
more sweeping proposals as ad-ons to
Medicare, not just a prescription drug
stopgap.
