Hezbollah Funding

This week's arrest of 17 alleged sup-
porters of Hezbollah in North
Carolina and one in Dearborn, Mich.,
points to the continued importance of
a 1996 anti-terrorism law that has
been under fire from Arab-American
and civil rights groups, according to
Jewish activists.
Over the weekend, federal agents
busted up what they said was a
scheme by Charlotte-area Islamic
activists to raise money for the terror
group through a complex cigarette
trafficking scheme.
Hezbollah has been officially desig-
nated a "foreign terrorist organization"
by the State Department; under the
1996 law, it is illegal to raise money
for such groups in this country.
The defendants allegedly bought
cigarettes in North Carolina, a low-tax
state, and sold them in Michigan,
with a 75-cents-per-pack tax. The dif-
ference netted the defendants up to .
S10,000 per shipment, according to
news reports.
There was no evidence that those
arrested were planning violent acts in
this country, but there were reports
several were well-armed.
"These arrests underscore the fact
that there are people in this country
who look like ordinary neighbors,
who may be engaged in illegal activi-
ties supporting terrorists," said Jess
Hordes, Washington director for the
Anti-Defamation League, which
backed the 1996 anti-terrorism.law.
"This underscores the importance of
vigorous and balanced laws that
enable law enforcement officials to do
their job, while not trampling on civil
liberties."
Even small-scale operations, he
said, can raise "millions of dollars, and
get the money abroad to people
engaged in terror attacks against U.S.
citizens and friends. If this country is
seen as an open area for this kind of
fundraising, it will just encourage oth-
ers to do the same." E
