However, a senior Israeli official
presenting Barak's negotiating stance
did say that Barak would ensure that
the Palestinians - allow complete access
to any Jewish holy places that may
fall inside a future Palestinian state.

Arafat would insist on his own com-
pensation — for every square meter of
land he gives up in the West Bank and
east Jerusalem, he gets a square meter
from the Israeli side of the Green
Line, the pre-1967 war boundaries of
Israel. .
For this, Arafat would probably be
willing to make a deal whereby Israel
formally recognized the Palestinian
refugees' right of return, but Israel
would regulate the implementation of
that right. In practice, this would
mean that the overwhelming majority
of the refugees, who number as many
as 4 million, would not be able to go
