And the justices struck a blow
against states that impose sanctions on
foreign countries because of human
rights abuses. In a unanimous decision,
the court held that a Massachusetts
statute barring state contracts with
businesses that trade with Burma is
unconstitutional because it violates
congressional and presidential preroga-
tives in setting foreign policy.
"The state act undermines the pres-
ident's capacity in this instance for
effective diplomacy," Justice David H.
Souter wrote.
The ruling knocks down local mea-
sures across the country designed to
punish nations ranging from Cuba to
Nigeria. But it is unlikely to affect
state efforts to squeeze European
countries and companies on the ques-
tion of Holocaust-era assets, since
those efforts have focused on regula-
tion, not legislation.

Congress has registered its disapproval
of the recent press crackdown by the
new Russian president, Vladimir
Putin.
The House passed a resolution crit-
icizing Moscow for "manipulation of
the mass media and intimidation of
the independent press in the Russian
Federation." The bipartisan resolution,
introduced by Rep. Ben Gilman (R-
N.Y.), Rep. Tom Lantos (D-Calif.)
and others, also calls on President Bill
Clinton to express his concern directly
to Moscow.
"This puts the Russian government
on notice that how they protect certain
basic freedoms, such as freedom of the
press, will determine the future rela-
tionship with the United States and
others in the West," said Mark Levin,
executive director of NCSJ: Advocates
on behalf of Jews in Russia, Ukraine,
the Baltic States & Eurasia.
And he said it was an important
signal of U.S. concern about the secu-
rity of Russia's Jewish community.
The letter was triggered by the
recent arrest of Vladimir Goussinsky,
owner of Russia's biggest independent
news conglomerate and president of
the Russian Jewish Congress.
Goussinsky was arrested last week
and charged with embezzlement. He
was released after three days in
Moscow's notorious Butyrskaya Prison
after an international outcry, but was
expected to be arraigned this week.
A similar resolution is currently
working its way through the Senate. ❑
