fight against terrorism.
AIPAC leaders toughened language
demanding that states engaged in
peace talks with Israel root out anti-
semitic rhetoric "from educational
materials, the press and public pro-
nouncement of government officials."
In a dramatic change, the state-
ment expresses support for Israel's
unilateral withdrawal from Lebanon
"under UN Security Council
Resolution 425, unfettered by con-
tinuing terrorist attacks." The draft
also urges Congress and the adminis-
tration to press Syria "to remove its
troops from Lebanon."
And, while reaffirming the strate-
gic importance of the Golan Heights,
the statement adds new language to
AIPAC's policy portfolio "calling
upon the United States to help
ensure the necessary security arrange-
ments and to provide to Israel the
requisite military equipment and
technology should Israel agree to
withdraw from the Golan Heights in
the context of a Syrian-Israeli peace
agreement."
Texas Gov. George W. Bush's
Monday afternoon address could be a
defining moment in terms of his
evolving Mideast policy.
Republican sources say Bush will
play it safe — emphasizing the need
for Israel to choose its own timetable
for making peace with the
Palestinians, and supporting the con-
gressionally mandated move of the
U.S. embassy from Tel Aviv to
Jerusalem.
He will also emphasize missile
defense, and offer strong support for
Israel's Arrow anti-ballistic missile
program, which is funded largely by
Washington.
Bush will not aggressively chal-
lenge administration Mideast policy
— in part out of concern that criti-
cism could be seen by the AIPAC
delegates as criticism of Barak, who
will appear several hours later.
Vice President Al Gore, an AIPAC
veteran, will focus mostly on his long
history of involvement with Israel,
and the Clinton administration's
mostly good relations with the cur-
rent government in Jerusalem.
"Gore knows this group, and he
has relations with AIPAC leaders that
go back decades," said Charles
Brooks, executive director of the
National PAC, a pro-Israel political
funding group. "Bush has to use this
