tate Department officials this
week were working out the logis-
tics for the Israeli-Palestinian negotia-
tions, due to resume in the
Washington area early next week.
Shadowing the planning effort is
the continuing dispute over what
land Israel will turn over to
Palestinian control as part of the
delayed 6.1 percent West Bank with-
drawal. On Tuesday, Prime Minister
Ehud Barak, facing furious opposi-
tion from opposition forces, reversed
an earlier decision to include a
Jerusalem suburb in the redeploy-
ment.
The talks are scheduled to last
about 10 days, and will take up left-
over items from earlier interim agree-
ments and the delayed "final-status"
framework agreement, the road map
to an overall pact Israeli officials still
say could be finished by the fall.
The small Israeli negotiating team
— about six in number — will be
headed by chief negotiator Oded
Eran.
U.S. officials are expected to be
"in and out" of the talks, an Israeli
official said. But not top-level offi
cials; President Bill Clinton will be
traveling in Asia during the negotia-
tions, and Secretary of State
Madeleine Albright is not expected to
attend.
Israeli officials say the decision to
hold the talks in Washington was a
nod to the Palestinians, who have
been pressing for more direct U.S.
involvement in the bogged-down
talks.
"If moving the negotiations to
Washington is what it takes to get
them to come down a few branches
on their tree, so be it," said one. "But
we don't expect the U.S. will change
its role; these must be direct talks
between the two sides, and the U.S.
must play the role of facilitator, not
arbitrator." Israeli officials say they
are also piqued by the growing belli-
cosity coming from Arab capitals,
including the inexplicable statement
by the Arab League blasting Israel for
its decision to withdraw from
Lebanon with or without a peace deal
with Syria.
