Johannes Rau spoke in German, a first
for a Knesset speech.
Several legislators stayed away in
protest, including Danny Naveh from
the opposition Likud Party, whose
parents survived the Holocaust.
Others, including Speaker Avraham
Burg, whose father fled Berlin in
1939, said they had mixed feelings
about hearing German spoken in the
Knesset.

Civil Marriages
Are Recognized

Jerusalem/JTA — Israel's interior min-
ister said his ministry will recognize
civil marriages performed in foreign
consulates based in Israel. Natan
Sharansky's decision could provide a
new method of tying the knot for
couples with foreign passports whom
the Orthodox Chief Rabbinate refuses
to wed.
Until now, these couples had to
travel abroad to nearby Cyprus or
arrange a marriage-by-fax with coun-
tries such as Paraguay in order to have
their marriages registered by Israeli
authorities.

ceals his Jewish identity until he is
forced to reveal the truth.
One Day in September, a documen-
tary on the 1972 Olympic Games
massacre of Israeli athletes, was nomi-
