Although Ravitz supports chang-
ing the Law of Return, he said he is
wary of any plan that could lead to
what he calls a conversion assembly
line.
"Conversion is a personal deci-
sion," he said. "I don't believe in
turning conversions into a matter of

• The technical solution:
Remove the nationality clause in
Israeli identity cards. All converts
would be registered with the
Ministry of Interior as Jews but
would also have a conversion cer-
tificate in their file to confirm
whether their conversion was con-
ducted according to Orthodox
requirements.
• No non-Orthodox conver-
sions in Israel: The Conservative
and Reform movements would
agree to suspend performing con-
versions in Israel. Conversion can-
didates approaching the liberal
streams would be directed to the
joint conversion institute.
• Mass conversion of non-Jewish
immigrants: This idea is proposed
for those in the army and those
who reach bar/bat mitzvah age.
Non-Jewish immigration candidates
would be prepared for conversions
at institutes in the former Soviet
Union before they move to Israel.
• Changing the Law of Return:
Non-Jewish grandchildren of Jews
would not be able to move to Israel
unless they come with their parents.
The Law of Return would only
apply to a convert's nuclear family.
