State exempts reparations
from taxation.

bill allowing Holocaust sur-
vivors, or their heirs, living in
Michigan to deduct the income of
any reparations and interest collected
from reparations was signed by Gov.
John Engler on Wednesday.
Joining the governor at the cere-
mony were U.S. Sen. Spencer
Abraham (R-Mich.), State Rep. Marc
Shulman (R-West Bloomfield) and
Holocaust survivor George Vine of
West Bloomfield.
"This bill recognizes that
Holocaust survivors in Michigan
should not have to pay twice — once
for the confiscation of their property
in Europe and again through income
taxes on their
reparations,"
said Engler.
The bill,
which applies
to tax years
beginning
Jan. 1, 1994,
amends the
Income Tax
Act of 1967
to exempt
any income
and interest
earned on
State Representative
that income
Marc Shulman
which is a
recovered
asset of a Holocaust victim. Any
financial settlement deposited into
savings must be kept separate from
other savings in order to receive the
tax-exempt status.
The bill will affect the more than
2,000 Holocaust survivors in
Michigan.
"It's important that we prevent
repeated injustices against survivors
of the Holocaust," said Abraham.
President Bill Clinton vetoed the
Republican tax relief package, which
had a similar federal reparation bill
tacked onto it.
Today's action is a great moral victo-
ry," said Shulman, the Michigan bill's
sponsor. 'Although nothing can, or
will, erase the painful memories of the
Holocaust, the least we can do is
acknowledge (the survivors') suffering
and triumph through one of history's
darkest periods." LJ
