Suddenly, a host of options are on
the table. Under consideration are
short-term emergency measures, such
as importing water from Turkey in
converted oil tankers. Then there's the
possibility of increasing the usage of
recycled sewage water for irrigation.
Most significant is a huge water
desalination plant to be built in
Ashkelon. Bids for the project will be
published by the end of next year,
assuming it's approved by both Prime
Minister Ehud Barak and Finance
Minister Avraham Shohat. That's likely
because the construction will be
financed by private investors in return
for a government promise to purchase
water produced at an agreed price.'
That fee likely will be 60 to 70 cents
per cubic meter — about one-third the
amount from conventional sources.

It is ironic that Israel is only now
contemplating large-scale desalination.
The country is a long-time leader in
research and development in that area.
In fact, the Israeli company IDE
Technologies reportedly holds a 30
percent-share of the world desalina-
tion market.
Regardless, desalting seawater will not
answer all of the country's needs. As has
happened in the United States, restric-
tions may be placed on washing cars and
watering gardens. Also likely to be
curbed is the use of water-wasteful toi-
lets, which account for a substantial pro-
portion of urban water use. And there
will be an accompanying campaign to
make Israelis more cognizant of the need
to save water, reminiscent of the "don't
waste a drop" campaign of years ago.
At least Israelis have not lost their
sense of humor in this latest crisis.
The popular Israeli newspaper cartoon
"Dry Bones" recently featured a dis-
cussion on water conservation
between two Israelis. "Our water
shortage problem is about to become a
disaster!" the first said.
His companion was far from dis-
couraged. "That's good," he said.
"Israel is awful at handling problems,
but we're masters at dealing with
national disasters." ri
