Q2 Approximately three years ago,

the city council and the school
district made a very positive step for-
ward in their relationship when they
jointly hired Bill Russell to coordinate
after-school activities and other pro-
grams at the municipal complex and
various schools. I believe this new
department should be better funded
and expanded. Another positive step
would be for the city to assist with the
expansion of the Southfield Public
Schools' business partnership initia-
tives. As a city councilman, I will work
to better utilize the combined resources
of the city and school district (that's
approximately $225 million per year).

Q2 With MEAD scores at a level that

do not meet our expectations, we
should step back for a moment and
reflect. Many new students to the dis-
trict may not have had the caliber previ-
ously of a Southfield schools education.
With time, many students improve by
being in our system. However, -our
schools should continually be under
scrutiny. We must demand nothing less
than a standard of education that will
allow our students to progress into the
adult working world with all of the
tools they need to compete.

Q2 While the city and the schools are

two separate governmental units,
there is much that has already been
done through cooperative efforts. For
example, the city library staff sponsored
a unique program, The Battle of the
Books," and jointly hired the youth ser-
vices director. Also, parks and recre-
ation, the police department and others
in ,the city work cooperatively with the
schools. By continuing to meet and
work together, the city council and the
school board can identify and work on
other issues of common concern.
However, parental/citizen involvement
is imperative if our community is to
show strong and lasting improvement.

Unfortunately, these are mostly attend-
ed by the highlighted group. We must
all be willing to openly embrace our
diversity and celebrate it together.

In essence, if schools are achiev-
ing well, communities will be

stable and housing values will rise.
First of all, both governing bodies
(school board and city council) must
put down their stones. Secondly, it is
essential that for the sake of the chil-
dren, we must be willing to work
together and bring to the table ideas
that will enhance the schools. In effect
this will also support the city. As we
enter the 21st century, open dialogue,
open communication must be the
standard between both governing
bodies — for the sake of the children.

We are the same constituency and
should compromise to better our future
for the school district and the city.

The city could work with the
Q2 school district to provide incen-
tives for academic excellence. Students
should be rewarded for high achieve-
ment. Perhaps local business could pro-
vide curriculum enhancements, such as
consultants on special math or com-
puter application classes, work-study
programs, special scholarships, etc.

Each and every one of us inside and
outside of the school system has a
responsibility to permeate a positive
attitude towards different ethnic
groups outside our own.

soon went back to our everyday lives.
We must grow to understand each
other or non-Jews will always won-
der why you must walk on Saturday
when you can just get into your car
to drive to the synagogue. Somehow,
we must find a way to talk openly
and freely about ourselves.

Select a member from the
Q2 school board and from council.
Add at least one executive level
employee from each government and
a neutral facilitator. Charge them
with the mission of finding ways for
these governments to come together
for the benefit of the city and for stu-
dents. I would then advertise every
positive decision, event and program
to keep the public involved. I think
that the most important thing we can
do is to dialogue. An African proverb
states that it takes an entire village to
raise a child. The village cannot be
divided if it wants to raise productive,
healthy children.

A COUNCIL ON MULTI-CULTURAL RELATIONS SHOULD BE CREATED

to promote ethnic understanding in Southfield. Its membership will be
open to everyone who is interested in collaborating on community
issues. The Council will appoint a 30-40 member Steering Committee
consisting of the Mayor, City Council President, City Administrator,
School Superintendent and 6-8 High School Students.
