the aid package as "subversive." The
funds, he said, are intended to "fight
terrorist activity, strategically strength-
en the Israel Defense Forces and help
pay for the relocation of military
camps. Jewish organizations that
would try to impede that sort of
appropriation, they are enemies of
Israel, not just of the peace process."
_ The Wye aid package was also high
on the agenda of Interior Minister
Natan Sharansky, who was in
Washington to receive the Freedom
Award from the International
Republican Institute.
The American Israel Public Affairs
Committee (AIPAC), which has been
criticized for following the administra-
tion's lead in seeking to win the Wye
money through quiet legislative
maneuvering during the budget end-
game instead of a major public cam-
paign earlier in the process, will bring
its leaders to Washington on Tuesday
for a Wye lobbying blitz.
Pro-Israel activists say the political
stakes in the Wye aid battle have
increased exponentially in recent days.
"People are pulling out all the
stops, because they realize that to lose
this money would be disastrous for us
as well as harmful to Israel," said one.
"Right now, the Republican leader-
ship is looking us in the eye and say-
ing, 'Our politics are more important
than your votes.' If they carry the day,
our presence on Capitol Hill will be
diminished."

Hate Crimes
Bill Quashed

Despite vigorous last-minute lobbying by
Jewish groups, House-Senate conferees
on Monday stripped the Hate Crimes
Prevention Act from the Commerce,
Justice and State appropriations bill.
The hate crimes measure, which
would have made it easier for federal
authorities to investigate and prose-
cute local crimes based on bigotry and
expand the range of groups protected,
was passed by the Senate as part of the
big $35 billion spending bill, but not
by the House.
Conferees working to reconcile the
two versions faced enormous pressure
from conservative groups, which
objected to provisions expanding exist-
ing hate crimes laws to include crimes
based on the sexual orientation, dis-
ability or gender of victims, as well as
race, religion and ethnicity.
