Albania's Record
In The Holocaust

In supporting individual and govern-
ment action on behalf of the refugees
from Kosovo, the Anti-Defamation
League has noted that Albania saved
its Jewish minority from the Nazis.
We have pointed this out to give
Albania its due and our gratitude, not
to justify any particular policy.
Just as we cannot support collective
guilt of any people, we cannot realisti-
cally suggest a collective innocence 50
years later. Action is justified on
today's realities rather than simply his-
torical events.
But a recent letter writer ("Who
Gave Protection?", June 4) questions
Albania's record of protection of its
Jews by quoting Raul Hilberg's The
Destruction of the European Jews con-
cerning an Albanian SS unit's actions
against Jews and others. The confu-
sion lies between the old and newly
annexed areas, which mattered sub-
stantially concerning the fate of the
Jews who resided there.
The incident Hilberg referred to
occurred in Pristina, not part of Alba-
nia proper, but annexed to Albania by
Germany during the war. There is no
question as to the heroic efforts of the
Albanian government, institutions
and citizenry on behalf of the Jews
during the dark and dangerous days
of Nazi occupation.
