the Jewish public, not with the Arab
public."
Meanwhile, Barak spokesman
David Ziso addressed the issue. The
incoming prime minister, he said,
"will be judged by his actions, and a
Barak government will be committed
to achieving equality for Israeli Arabs,
and to closing the gaps [between
Israeli Arabs and Jews]."
The Arab parties, to be sure, are far
to the left of Mr. Barak. A spokesman
for the Democratic Front for Peace
and Equality said the parry favored
Israel's return to the 1967 borders,
uprooting of all Jewish settlements
and a Palestinian capital in east
Jerusalem. The Islamic Movement has
elements friendly to Hamas.
Bishara has lauded Hezbollah,
whose guerrillas are killing Israeli sol-
diers in south Lebanon, as a "coura-
geous" force. Tibi promises that he is
no longer working for Arafat, but
many Israeli politicians simply do not
believe him.
Barak, naturally, rejects these posi-
tions completely. But he has serious
policy differences with others that he's
wooing into his coalition, such as the
National Religious Parry, Likud and
the Orthodox parties.
Even Labor Knesset Member
Nawaf Massalha, an Arab, said he
tried to convince Barak to bring in the
Arab parties, but was met with a non-
committal response. "It's a problem
Barak shares with the entire Jewish
majority of Israel," he said. "They still
distrust Israeli Arabs, they still think
Israeli Arabs are a security threat, even
though this has long proven to be
untrue.
And through it all, Barak is staying
silent on what he could simply
attribute to political differences. So
the impression gained is that he con-
siders Israel's Arabs second-class politi-
cal citizens. The Arabs say that is an
insulting at best, racism at worst. By
allowing this impression to linger,
Barak already is endangering his most
solid bloc of electoral support.
In the meantime, Israel's new prime
minister is counting on the Arab par-
ties to stick to their own tradition of
supporting Labor governments from
the opposition, to keep the right wing
from taking power.
But Tibi offers this warning: "Barak
should not make the mistake of think-
ing that we are in his pocket."
Indeed, 300,000 votes carry a polit-
ical price tag, and Barak, one way or
the other; will have to find a way to
pay it. I I
