Candidate Such

Republican presidential fr ont-runner
offers a mixed view for Jewish voters.

MICHAEL SHAPIRO
Washington Jewish Week Staff Writer

Washington
n announcing the formation of
his presidential exploratory
committee earlier this year,
Texas Gov. George W. Bush said
that when and if he decides to take
the final plunge and officially
announce his bid for president, he,
and not his father, former President
George Bush, will be the candidate.
So as Bush seeks to carve out his own
niche from his father's presidential legacy,
what does that mean for Jewish voters?
The view of the younger George
more than 20
Bush that emerged younger
interviews with politically active
Jewish Democrats and Republicans in
Washington and Texas depends on
which side of the political divide you
talk to.
Bush, 52, has emerged as the lead-
ing contender to win the GOP presi-
dential nomination and is beating
Vice President Al Gore by 20 points
in presidential opinion polls. Jewish
Republican supporters of Bush
describe him as someone who is per-
sonable, practical rather than an ideo-
logue, inclusive and genuinely con-
cerned about helping the disadvan-
taged — an attribute his backers say
should appeal to Jews.
Bush describes himself as a "compas-
sionate conservative," a term that has
drawn flak from GOP candidates on the
right, but an outlook that A. Mark
Neuman, who served in the - Reagan
White House, said should make Jews
feel more comfortable" than the "coun-
try club Republicanism" of Bush's father.
"It is conservative to cut taxes and
compassionate to give people more
money to spend," Bush said last
month in trying to define what com-
passionate conservatism means. "It is
conservative to insist upon local con-
trol of schools and high standards and
results. It is compassionate to make
sure every single child learns to read,
and no one is left behind."
Jewish Republicans also say Bush
will be a strong supporter of Israel,
which he recently visited for the first
time, and noted that Bush is sur-
rounding himself with key Jewish
advisers and non-Jewish advisers well

respected in the Jewish community,

George Shultz.
However, Jewish Democrats argue
that Bush's positions on many issues,
including his pro-life stance, support
for school vouchers and support for
student-led prayers before high school
football games, do not jibe with the
views held by the majority of
American Jews. They contend that
Bush will have to shift further to the
right in an effort to appeal to powerful
segments within the GOP that are
highly influential in the presidential

nominating process.
"Will he be able to wear this mod-
erate mantle and win the primary?"
asked Stephen Silberfarb, deputy exec-
utive director and general counsel of
the National Jewish Democratic
Coalition.
"Unless there is a change at the core
of the Republican Party ... you're nor
going to get any meaningful Jewish
support for a Republican candidate,
he added. Its not the salesman, it's
the product. I don't see George Bush
changing the product."
In trying to find some chinks in
Bush's front-runner armor, Jewish
Democrats also point to the story
Bush told in 1993, indicating that he
believed only Christians have a place
in heaven — remarks that he has since
clarified — and raise the specter of the
less-than-warm relationship his father's
administration enjoyed with the
