(May 7)expressed two opposing view-
points on the effect of the West Bank
settlements in relation to the
Israel/Arab peace process.
The self-declared friends of Israel,
Americans for Peace Now, feel strongly
that the Israeli government has betrayed
the United States by permitting the
enlargement of settlements on the West
Bank. They evidently feel so strongly
about this matter, they have created a
Settlement Watch program that provides
the Clinton administration with infor-
mation on the construction and enlarge-
ment of settlements.
The view of the Israeli government
is that there has been some settlement
expansion but this has not, in any seri-
ous way, changed the situation on the
ground.
