"I have faith in diplomacy," said Aaron Miller, deputy Middle East coordinator in the U.S. State Department responsible for Israel's negotiations with the Palestinian Authority and the Arab states. It might take another 10 years, he said in a talk at the Max M. Fisher Jewish Federation Building, but the foundation for peace through negotiation was laid by the 1993 Oslo accords. Since 1985, Miller has served as an adviser to four secretaries of state, helping formulate U.S. poli- cy on the Middle East and the Arab-Israel peace process. Lasting peace, he said, hinges on agreement in these six areas: • Time — "There's no neat fix. It'll take time for each side to test the intentions of the other. • ."PZ2•Q,..;4-A, Resolution will come in phases." • Focus — "Both sides must remain focused on• peace.
