he first few weeks of the
106th Congress have been
relatively free of church-state
controversy, but that is
almost certain to change when lawmak-
ers get back from their spring recess.
Bills have been introduced in both
houses providing for "education sav-
ings accounts," which will allow par-
ents to use the tax-sheltered money for
tuition at private and parochial
schools, as well as expenses incidental
to public school education. Similar leg-
islation passed Congress last year, but
was cut down by a presidential veto
because of church-state considerations.
Once again the Jewish community
is deeply divided on the subject.
"Passing this measure will be a priority
for the Orthodox Union," said the
group's

Diament. We see
the issue gaining
strength because
it's becoming
clear to many that
public school par-
ents will benefit,
as well."
Orthodox activists say the savings
accounts would boost Jewish day
schools without harming public educa-
tion.
Not so, says the American Jewish
Committee. "Like vouchers, this is a
mechanism for providing public fund-
ing for parochial institutions, and we
don't think the government should be
in that business," said Richard Foltin,
the AJC's legislative director. "At the
end of the day, it's hard to see how, in
this age of limited funds, money that
flows to private schools will not be
diverted from public education."
But Jewish groups that oppose the
measure concede it will be almost
impossible to stop in Congress. Yet,
they are confident of another presiden-
tial veto.
Jewish groups are similarly divided
on school vouchers. Both sides expect
a slew of voucher amendments when
lawmakers start work on the reautho-
rization of the Elementary and
Secondary Education Act later in the
spring.
