ome 24 hours after the Starr
Report appeared on the
Internet in English, it
appeared there in Hebrew as
well. The local Netvision Company,
ignoring the sanctity of the Sabbath,
had several people translating the
political-pornographic document from
the moment it became available in the
original language.
Following that report the same
snickering and bad jokes were heard
here as in other countries around the
world. At the same time, serious
political reactions were also in evi-
dence.
A small minority of right-wing
Israelis were pleased by Clinton's diffi-
culties, seeing in them the hand of
God; the Almighty, they rejoiced, had
made it impossible for the American
President to impose disastrous territor-
ial concessions on Israel.

But the great majority of people
expressed concern at the fact that
Israel's great friend in the White
House was in trouble, and that
America — preoccupied with the
scandal — could not effectively deal
with a array of urgent problems in the
Middle East and elsewhere.
America will be helpless, they fear,
to effectively confront the continuing
threats posed by the Iranians and
Iraqis, as well as by the strongly pro-
Arab Yevgeny Primakov, who has just
taken over as Prime Minister of
Russia.
Israelis are likewise wondering
who will help them ensure that
Israel's enemies don't try to combine
Pakistan's Moslem A-Bomb with
North Korea's long-range rockets to

destroy the Jewish State.
Still another concern was voiced
this week by former Rabin aide Eitan
Haber. Israel's international influ-
ence, he pointed out, is directly
linked to the perception of overseas
statesmen that she has a powerful
friend in the White House,
"Without that perception," Haber
argues, "Israel would have no more
clout than Micronesia or Malta."
Also being pondered, with the
approach of Yom Kippur, is the war
that broke out on the holiest day of
the Jewish calendar just 25 years ago.
That war might have ended differ-
ently, people remember, had not an
American President — albeit a
Republican one — approved a mas-
sive airlift of arms to this country.
"The Jerusalem Post" was speak-
ing for most Israelis when it wrote
this week: "It is for the American
people, through their representatives,
to say if their president will be
impeached. The rest of the world,
however, should be forgiven for ask-
ing- that whatever the decision, it
should be made quickly so that
America will not remain absent on
the world stage." ❑

A Starr In Israel?

While many Americans wonder
whether the decision to appoint
independent counsels like
Kenneth Starr was wise, some
Israelis say this country should
have its own Starrs.
Among them is Yediot
Aharonot columnist Mordechai
Gilat, who this week wrote:
"In a nation where elected
officials don't yet understand
that the cancer of corruption
threatens its very existence, we
need three or four such people.
For example, their presence
would have dissuaded Finance
Minister Yaacov Ne'eman and
Prime Minister Benyamin
Netanyahu from pouring .
untold millions of unsupervised
shekels into the coffers of the
haredim (ultra-Orthodox
Jews)."
Gilat then concludes that
"The appointment of indepen-
dent counsellors would make us
a truly law-abiding country, but
that is precisely what many of
our leaders, past and present,
have tried to avoid."
