under-
mining
and sabotaging of his efforts and
those of other UNSCOM inspectors.
In utter frustration, Ritter has
resigned to alert the public. Our
administration fears it may have to
stand almost alone in containing
Saddam. Nevertheless, it's imperative
that the congressional investigation
of this sorry state goes forward and
we should so urge our representa-
tives.
Despite the administration's
rhetoric and threats of the "severest
consequences" to Iraq should they
breech agreements reached in March
with the U.N.'s Kofi Annan, appar-
ently Saddam doesn't take these
threats seriously. He sees Clinton as
talking loudly but carrying a small
stick. An unchecked Saddam will
have to be dealt with, better sooner
than later, in his increasingly danger-
ous and unstable neighborhood.
Israel is a key target of Saddam's
implacable hatred. Its air force
destruction of Iraq's Osirik nuclear
capability in 1981 (followed by
world-wide condemnation) and the
Scud missile attacks in 199 . 1 (even
though it was not permitted to join
the anti-Hussein forces) seem to have
been forgotten by Madeleine
Albright representing the Clinton
administration. Will she again pres-
sure Israel to give up more land, land
that may be a critical staging area to
repulse another attack or to mount a
highly perilous offense?
