Hezbollah, he declares, should be
entrusted primarily to an aerial task
force which would be devoted entirely
to counter-guerrilla warfare.
It would have at its disposal a variety
of helicopters and other aircraft, air-
borne commando forces and a sophisti-
cated information-gathering system that
would provide real-time intelligence.
Such a force would rake the initiative
against guerrilla units while ground
troops would be assigned to guard the
borders and the security zones beyond
those borders. This would lessen the
need for static defenses, which provide
easy targets for guerrillas, and would
put those guerrillas on the defensive.

In the absence of such an approach,
says Gordon, groups like the Hezbollah
have an advantage over conventional
ground forces since the former have no
qualms about giving up territory tem-
porarily, retreating or dispersing in
order to attack once again under
improved conditions. However, they
have no advantage over adversaries
using air power, who also see territory as
far less important than the destruction
of enemy forCes.
If his suggestion were adopted, says
Gordon, the Israel Defense Forces could
focus on wearing down the Hezbollah
without the unnecessary burden
involved in the occupation of extensive
Lebanese real estate.
In any case, Gordon declares, Israel
can't ignore the challenge of terrorism.
Neither can the United States, he
adds. 7.
