Housing Prices
`Unreasonable'

Jerusalem (JPFS) — Investment in
private housing in Israel is illogical
and has no economic rationale,
according to a report published by
Ilanot Batucha.
Analyst Eran Loewenstein said that
when compared to other investment
options, buying housing properties
makes no sense. He estimates that
housing prices will continue to decline
in real terms in 1999, noting that even
after the recent decline, prices are still
unreasonable."
According to Batucha, only
37,000 to 40,000 housing starts are
needed annually to meet demand, a

starts the Housing Ministry and
Contractors' Association claim are
needed.
Loewenstein concludes that unless
there is a radical change in the state of
the Israeli economy, the number of
Russian immigrants and the govern-
ment policies on marketing land,
prices will drop further.
The slowdown in the real estate
market is expected to lead to a decline
in contractors' profits and earnings.
