and capacities." It urged Federation
to provide substantial financial sup-
port for congregational schools.
The proposal presented Monday
calls for creating a Federation commis-
sion, the Alliance
for Jewish
Education, that
would articulate a
broad vision for
Jewish education
and oversee AJE,
educational plan-
ning initiatives and
the Jewish Life
Fund, a S25 mil-
lion endowment
that will benefit
several new initia-
tives in Jewish
education and cul-
ture. Money for
the Jewish Life
Fund, part of Federation's recently
approved, $50-million Millennium
Campaign, has not yet been raised.
Under the new plan, however, AJE
would continue to have its own execu-
tive director and be governed by an
independent board, would remain a
constituent agency of Federation and
would still apply for annual alloca-
tions.
"This brings AJE under the
Federation umbrella while it retains its
traditional role," said Aronson. "Does
that mean the AJE won't be scruti-
nized? No, I think the opposite is true.
The functions of the AJE will be
looked at within the totality of an
educational plan."
Federation and AJE
leaders acknowledged
that restructuring is
not a cure-all to prob-
lems raised in the
JESNA evaluation;
rather, the new struc-
ture will be a vehicle
for better addressing
the issues.
Although the report
did not call for restruc-
turing, JESNA
Executive Vice
President Dr. Jonathan
Woocher expressed
enthusiasm for
Federation and AJE's plan Monday
night. "I view this as a very positive
step," he said. "The specifics that we
tried to put on the table in the study
really do call for this kind of broad
response.
He termed the plan "a model of a
community partnership with a strong
central agency for delivery of services
and a federation committed to creat-
ing projects and funding them. For
Detroit, this sounds like a winner." ❑
