emphasizes its importance in breaking
the tension. "Negotiations can be bru-
tal —g war of attrition — you have
to connect on a certain personal level,
and humor plays a role."
He cites similarities between
Palestinian and Jewish humor: a sense
of fatalism, cynicism, self-criticism.
Savir writes about secret talks that
took place in Turin in June 1995 to
negotiate a security map. On the plane
ride back, Savir and Abu Ala did
impressions of Peres and Arafat, while
another member of the Israeli team •
taught one of the Palestinians to sing
"My Yiddishe Mama."
He details the back channel negoti-
ations in early 1996 between
Walid Moualem, head of the
Syrian delegation, Dennis
Ross and Savir over a peace
agreement with Syria.
The author doesn't miss
the many ironies of the
negotiations: Two Israeli
security officers negotiated
issues of policing with the
two Palestinians heading
internal security, both of
whom had been in Israeli
jails. "A common mastery of
a language of force, tem-
pered by human sympathy"
made their relationship
work.
In one of his first conver-
sations with his Palestinian
negotiating partners in Oslo,
Savir and Abu Ala, chief of
the Palestinian group, get
into a discussion about fam-
ily history and their
Jerusalem roots, and Savir
quickly points out, "I'm sure
Uri Savir
we can debate the past for
years and never agree. Let's see
if we can agree about the future."
The past never came up again.
In an early stage, the negotiators
agree to involve their respective peo-
ples in the reconciliation process. "As
it turned out," he writes, "we didn't
always follow through on that resolu-
tion and later had cause to regret it."
One of the problems with this
whole process is that "95 percent of
Israelis have never had a cup of coffee
with a Palestinian," he says, noting
that "cooperation can't work without
knowing each other — and we know
very little about them."
Had Savir had much experience
with Palestinians prior to Oslo? "I am
one of the 5 percent," he says, adding,
"but not many cups of coffee."
Underlying the politics, the book is
the story of the genuine friendship
that develops between Abu Ala and
Savir. The Palestinian is first intro-
duced to his Israeli counterpart as
"Enemy Number One." Their first
handshake — nervous and bit reluc-
tant out of habit — in Oslo seems to
herald the handshake between their
leaders on the White House lawn,
which would captivate the world.
Abu Ala and Savir are alike in many
ways, according to the author. They
share a "combination of toughness and
passion for their own cause, and an
ability to understand the other side
and build bridges."

negotiations,- they speak often and see
each other weekly. It is as if they have
their own language, based on their
intense adventure together. "We
understand each other with words no
third person can understand."
Following the initialing of the dec-
laration of principals in Oslo in 1993,
each signed a copy of his speech to the
other's 20-year old daughter. In his
note, Abu Ala congratulated Maya on
her "great father" and on the great
achievement Savir "made for you and
for my daughters Mona and Manal,
whom I hope that you will be friends
with in the very near future, in peace."
