Federation's allocation represents 25
percent of Michigan Region BBYO's
budget, with other revenues coming
from national B'nai B'rith, as well as
local BBYO fund-raising and mem-
bership dues, said Weiner.
Dr. Richard Krugel, chairman of
Federation's allocations and planning
steering committee, said BBYO
receives an allocation because "it was
just providence that BBYO was in the
right place at the right time."
He explained that when BBYO
applied for assistance, all the other
local youth groups were being funded
— at least partially — by national
organizations.
According to Krugel, Federation is
looking into the possibility of increas-
ing assistance for other youth groups
and this year's offer of scholarships
and vouchers is "a preliminary
response but not the final response."
However, he said it is unlikely each
youth group will ever receive regular
allocations because "that gets cumber-
some."
Detroit's situation is similar to
other communities, said Rabbi Art
Vernon, director of educational devel-
opment at the Jewish Education
Service of North America. "We haven't
collected statistics on this, but anecdo-
tally I'm aware that there are some
federations that fund communal
youth groups — mainly BBYO and to
some extent Young Judaea — but I've
not heard of any youth group like
NFTY or NCSY getting federation
funding." Vernon added that the trend
is to move away from direct alloca-
tions and instead to explore other
funding mechanisms, such as program
,grants for innovations and grants to
individual teens to develop special
programming within their youth
groups.
Yedwab stresses that he does not
begrudge BBYO its allocation, but
merely hopes more money will be
made available to all youth groups. "In
the years of the Fisher grant, some
people were concerned that BBYO
would lose members at the expense of
NFTY, NCSY and USY," he said. "I
said if that happens, I'll eat my
kippah. But it didn't.
"I think a rising tide helps all
ships and when you help one youth
group, you don't hurt another.
Instead, you're making it cool to be
in a youth group. Youth movements
are our best hope of reaching young
people and they should be, if not
equally funded, proportionately
funded."
