Rabbi Moshe Waldman, the repre-
sentative of Israel's Chief Rabbinate
who deals with the Ethiopian immi-
gration, agrees. "It is absolutely a
question of color," he said, pointing to
the hundreds of thousands of people
from the former Soviet Union who do
not claim to be Jewish but have been
permitted entry by Israel.
