attorney, faces the immediate chal-
lenge of raising money to build the
new buildings — called Phases 6 and
7 — and subsidize the rent. The new
buildings will be in West Bloomfield
on the Jewish Community Campus.
According to Upfal, the agency has
received a $1 million grant toward the
new buildings from the Harry and
Jeanette Weinberg Foundation in
Owings Mills, Md., which gives grants
for projects in the Jewish community.
"We get that grant if we raise a
matching $1 million, and that will go
towards subsidizing the new build-
ings," said Upfal. "But we will need to
raise significantly more money in
order to build Phase 6."

paign is planned in conjunction with
the Federation. The agency is in the
process of putting the plans together,
and has not established an estimated
cost of the new project.
Upfal said the agency's long-term
challenge is to secure its financial
future. The current budget is $7 mil-
lion, with most of it coming from the
U.S. Department of Housing and
Urban Development, which pays for
two-thirds of the market rent on the
first four buildings. The residents pay
one-third.
Marsha Goldsmith Kamin, the
agency's executive director, said the
name change for JFA was made in
the interest of clarity.
"We're more than just apart-
ments," she said. "I don't think a lot
of people understood what we do.
The fact that we have social workers
on staff, offer transportation, have
holiday celebrations and offer 24-
hour emergency service are all impor-
tant services we offer.
"The new name more clearly
defines who we are." ❑
