Rosenzveig said the issue was
brought before the Federation for the
first time in 1989, five years after the
HMC opened. He said the German
government in 1992 pledged $2.5
million toward HMC expansion.
The Federation requested a letter
from the government, and Rosenzveig
traveled to Germany several times to
gain the government's written pledge.
"The letter that we supplied to the
Federation (came) specifically from the
German Foreign Office and the Chan-
cellor's Office," he said. "They wrote
that they were looking with favor on

After the HMC complied, Rosen-
zveig said, the Federation turned them
down, citing too many other problems
in the Jewish community. "We were
left high and dry," he said.
The HMC did not pursue the Ger-
man commitment. "It became moot.
We will not make the same mistake
twice," Rosenzveig said. "We will gain
approval first."
In January 1997, Mark Davidoff,
Federation's chief operating officer,
said any use of the land on the Jewish
Community Campus in West Bloom-
field must go through the Federation's
planning division and real estate com-
mittee and be approved by the Jewish
Federation and United Jewish Founda-
tion boards.
"The Holocaust Memorial Center
has made a request, and that request is
being discussed," said Davidoff this
week. A decision will be made "when
we have all the facts and we have
everybody's interest."
"The bottom line," said Rosen-
zveig, "is that because of the various
problems, we've had many meetings,
but we don't have a firm resolution.
It's very bothersome to us."
But, said Jackier, "Given the
amount of time addressing this issue
by both sides, I see a decision coming
