but rely on tuition and synagogue
membership dues for the vast majority
of expenses. More than 5,000 students
are enrolled in Detroit's congregation-
al schools, many of which claim to be
financially strapped.
The Jewish Life Fund calls for min-
imum endowments of $1 million for
day-school tuition assistance, Israel
experiences, college services, Jewish
education for families, Jewish arts and
culture, Partnership 2000 Israel con-
nections and informal Jewish educa-
tion. According to Aronson, a board
of directors will oversee the Jewish
Life Fund, and each of the fund's
endowments will be governed by advi-
sory committees.
The Millennium Campaign will
solicit contributions from million-dol-
lar donors, said Aronson, who hopes
to reach the $50-million goal within
two years. Federation will continue its
annual Allied Jewish Campaign, with
the goal of raising $30 million in
1999. Almost half of Allied Jewish
Campaign revenues are allocated over-
seas; the remainder is distributed
among more than 20 local agencies
and four day schools. Approximately
2,100 students attend day schools,
which collectively received $1,385,000
in Campaign allocations for 1997-98.
Federation President Bob Naftaly
hopes some money will be available
for congregational schools as early as
this fall. Federation leaders are meet-
ing with congregational leaders to
work out the process for allocations.
"We're at the point at which every-
one agrees that the time has come for
synagogues and the Federation to be
closer partners," said Naftaly. "It's just
a question of how we act that out."
Rabbi Irwin Groner of Shaarey
Zedek and Rabbi Harold Loss of
Temple Israel are representing the
Conservative and Reform synagogues
in discussions with Federation. "We've
had meaningful discussion on increas-
ing financial support for congregation-
al schools, and progress is being
made," said Groner.
Federation support for synagogues
and establishment of continuity
endowments are ideas under increas-
ing discussion throughout the country.
In March, the San Francisco-based
Koret Foundation issued a report writ-
ten by Brandeis University researchers
that recommends federations invest
heavily in synagogues. According to
Aronson, continuity endowments are
being established in Boston, Cleveland
and Chicago. E
