The 13
Percent
Solution

Here's a quick guide to 'what's
happened to date:
• Since the first Oslo accords
were signed by Israel and the
Palestinian Authority in September
1993, Israel has given Palestinians
control of the Gaza Strip and 2.7
percent of the West Bank
• The early 1997 Hebron
accord gave them control of more
than 80 percent of that city,
sacred to Jews and Muslims. So
since then, the Palestinians have
ruled about'85 percent of the
Arab population in the West Bank
and Gaza Strip. Everyone, of
course, gives you a slightly differ-
ent number.
• For the past several months,
U.S. negotiators have whittled
down Palesdnians demands for
another 40 percent of the -West
Bank to 13 percent.
Israel says that 9 percent is the
maximum it can give and retain

security.

Privately, Israeli leaders agree to
11 percent; they hint at 13 per-
cent if strict security measures are
adhered to by the Palestinians.
American officials say the 13 per-
cent figure was derived after pri-
vate briefino s with Binyamin
Netanyahu. t' But no one is certain
what it all means since Netanyahu
hasn't even shown his own Cabi-
net precise maps of where the ter-
ritory might fall.
• You think this is difficult? It's a
prelude to a third withdrawal called
for by the Oslo accords. Netanyaliu
wants to skip it and go right to
final status talks, a final treaty
between Israel and the Palestinians
that would resolve the near-impos-
sible issues of ruling Jerusalem,
refugee repatriation and a Palestin-
ian state. The U.S. government
supports going to such talks — if
Netanyahu gives back 13 percent of
the West Bank now.
By the way, it's not just num-
bers. Mr. Netanya.hu has repeated-
ly said that 1 percent of the West
Bank equals the land mass of
greater Tel Aviv.
