strategies of the president, but it's
absolutely clear that this administra-
tion has been very strong in its sup-
port for Israel," Cardin said.
Netanyahu's Washington coun-
teroffensive forced a change in U.S.
tactics. By the end of his visit, clearly
the administration had abandoned
efforts to leverage him into accepting
its proposals.
So with its latest peacemaking
efforts in disarray, the Clinton
administration is left with few
options, and no good ones.
Albright herself has said that
broader U.S. interests are being
adversely affected by the ongoing
peace process stalemate. Other offi-
cials, including department
spokesman James Rubin, have openly
expressed frustration that the admin-
istration has succeeded in whittling
down Palestinian demands signifi-
cantly — from about 40 percent to
13 percent, but can't budge Mr.
Netanyahu on 3 or 4 percentage
points.
Most Washington observers say the
administration lacks both the credi-
bility and the political will to impose
new deadlines and new ultimatums.
"It doesn't make any sense to make
an ultimatum when you're not pre-
pared to back it up," said Judith Kip-
per, co-director of the Mideast pro-
gram at the Center for Strategic and
International Studies in Washington.
"Netanyahu understood that and
acted on it."
Other observers point out that
intense pressure from Congress and
from groups like AIPAC, which
orchestrated a recent letter signed by
81 senators criticizing the administra-
tion's Mideast peace efforts, has
spooked a politically minded White
House.
"This is an administration that
shies away from conflict and con-
frontation," said a top pro-Israel
activist in Washington. "They proba-
bly stepped over the line when they
offered a deadline, but their pressure
was never very forceful — and they
got clobbered anyway."
"The administration, out of frus-
tration, tried something foolish, and
it blew up in their faces," said an
analyst for a major Jewish group.
"Now their strategy may simply be to
keep a modicum of negotiations
going and hope something comes
along to alter the diplomatic status
quo. Above all, they can't afford to
concede failure."
