"But I very, very rarely regret my decision." Instead, the Detroit native focuses on increasing SMART's efficiency and staying in touch with the needs of rid- ers, most of whom are either entry- level workers or middle-level white collar workers and managers with set schedules. A resident of Plymouth, Kaufman observes the pulse of the transit system by taking the park-and-ride from Livonia to his Detroit office whenever his schedule allows. For him, the ride is a stress reliever. And sometimes he introduces himself to everyone on the bus. "Ninety percent of what I hear is positive," said Kaufman, whose inter- est in urban planning dates back to his college days at the University of Michigan and Wayne State University "It's really gratifying to talk to people and hear them say they appreciate our service." Jax Kar Wash, with locations in six Oakland County communities, has its own company van to transport work- ers from the city to the suburbs. Yet 30 percent of its employees still rely on SMART transit to get back and forth to work. "Manpower is always a problem and if SMART buses aren't running, we have trouble getting help," said general manager Dave Gilman. Because of the company shuttle, a loss of the SMART system would not cripple business at Jax. But Gilman still sees the need for a millage renewal. "I think it's important," he said. "There are so many businesses just starving for help. Anything that helps the work force move around in the suburbs helps our business, too." Rick Rogow, co-owner of Big Daddy's Parthenon on Orchard Lake Road in West Bloomfield, said SMART service doesn't directly affect his business. "I have only one employee who uses it religiously," said Rogow. "He swears by it and uses it every day." Still, Rogow says he'll cast his vote in favor of the millage because it gives everyone an opportunity for employ- ment. It's a vote in favor of Kaufman, too. "In my opinion, I think he's doing a fabulous job," said Rogow. "He's making headway in areas where he's never been before. It's an asset to the community." The 60 smaller buses of the Community Based Service Plans oper- ate through a partnership with SMART and community transporta- tion systems. These vehicles tend to fill with seniors and the physically challenged whose destinations are typ- ically doctor's offices, grocery stores or residences of friends. "It's working well beyond anyone's expectations," said Kaufman. "We promote and provide additional vitali- ty to the communities. And the other side is the human side ... allowing people to feel good about themselves by providing some kind of freedom so they're not having to depend on some- one else." The 1998 August millage renewal will ask voters for the same one-third mill, or $33 for a house with a proper- ty value of $100,000.
