EMU GREAT VALUES FROM

American pressure on Israel; their citi-
zens are frustrated with the leaders'
incapability to force Israeli conces-
sions.
This could lead to domestic unrest.
One Arab writer suggested that the
Palestinians go to the streets, take
Washington to the brink, and only
then will the United States solire the
Palestinian issue appropriately.
In Israel, just beneath the delight
that no missiles were fired, the mood
was sullen. Former Defense Minister
Moshe Arens wrote in Yediot
Acharanot, "The most serious damage
[to Israel] was caused because of the
impression created that Israel was pan-
icking at any sign, even the slightest,
of real or imaginary danger."

Arab and Israeli
fears have not
subsided.

Leave aside religious cleavages, sec-
ular-social divisions, slowed economic
growth, and (un)warranted praise/crit-
icism levied at Prime Minister
Netanyahu; Israel was left with a reali-
ty check about its neighborhood.
Israel may have supremacy in conven-
tional weapons, but it has no control
over who obtains, stockpiles, or has
the audacity to use biological and
chemical weapons. And there remains
political mobilization based upon
Islamic religious motivation.
The short-term scare in Israel about
insufficient useable gas masks is over.
A period of prolonged uncertainty
continues, and an uncertain environ-
ment has an immediate impact on
Israel's negotiations with its neighbors.
What if some or all of this happens:
A Palestinian entity, an intermediate
Israeli withdrawal from the Golan, a
somewhat unilateral Israeli withdrawal
from southern Lebanon; rockets
tipped with some small microbes that
can potentially do more damage than
the shells from two dozen nearby
tanks or rockets?
It's a far cry from Shimon Peres'
dream of an "economically booming
New Middle East." At best, the politi-
cal weather report is murky.
Frustration and worry are the norm.
What a way to celebrate your 50th
year.
