But Netanyahu, explaining his policy
in news conferences and on talk shows,
said firmly that if he had to do it all
over again, he would take the exact
same approach. "Our responsibility was
to provide maximum protection for
every citizen, and that's what we did,"

The government's information cam-
paign was widely criticized for sending a
double message: On the one hand, the
threat of a missile attack was negligible;
on the other, people should make sure
to have their gas masks, nylon and tape
ready. One poll found that 69 percent
of Israelis felt the information campaign

Netanyahu explained that there had
been an inevitable "duality" to the
advice given the public. "The reality was
complex, so the message was complex,"

But he dismissed the criticism as 20-
20 hindsight, and the government
threw a question back at its critics:
What would they have said about the
government if the missiles had fallen
and Israelis weren't protected?
But the country was in a critical
mood. The tabloids blamed TV and
radio for spreading panic, TV and radio
blamed the tabloids. The public blamed
the public. Netanyahu said with a
chuckle, "People would say that they
themselves weren't panicking, but every-
body else was."
In a radio interview, Haifa Mayor

Amram Mitzna, who had overseen
home front preparations for the 1991
Gulf War as an army general, criticized
the government and bureaucracy for
lack of coordination and general failure
this time around.
The radio interviewer demanded,
"Why didn't you voice this criticism
during the crisis instead of waiting until
it was over?"
"I did," Mitzna answered, citing
examples. The interviewer wasn't satis-
fied, saying Mitzna hadn't been forth-
right enough.
Indeed, even the criticism was criti-
cized.
The threat of Saddam Hussein's
anthrax missiles had left Israelis worn
out, backbiting, beating each other's
breasts. There had been nothing about
the ordeal to divide left from right, reli-
gious from secular, rich from poor, yet
Israeli society still emerged as its old,
fractious self.
