keeping Pentagon strategic planners up c \
late at night as they ready plans for a
possible U.S. air strike aimed at crip-
pling Saddam's nightmare arsenal.
But on Monday, those at the White
House said that they have "no credible
evidence that Iraq has exported weapons
of mass destruction technology to other
countries since the Gulf War."
That assessment was confirmed by (
administration insiders.
"There may be Iraqi cooperation
with these countries, but the claims of
large-scale transfers are exaggerated,"
said a prominent expert on the subject.
"It is important to note that this report
was apparently the result of studying the
Arabic press, not the acquisition of hard
evidence."
The same committee, under the
direction of former Israel Defense Forces
officer Yossef Bodanslcy, produced a
report last year claiming that a Syrian
attack on Israel was imminent. That
report was touted by several conservative
legislators, but dismissed as right-wing
cant by the Clinton administration.

Holocaust Restitution
It's shaping up as a banner year for
Holocaust-related legislation as lawmak-
ers on Capitol Hill respond to the grow-
ing avalanche of information about peo-
ple, companies and governments that
benefited from Nazi thievery.
Rep. Charles Schumer and Rep. Nita
Lowey, both New York Democrats, have
introduced bills that would set aside
funds for organizations that help fami-
lies relocate lost art, and require the fed-`
eral government to check collections
under its control — including the
Smithsonian's National Gallery of Art
— for looted artworks.
"The federal government must lead
by example," Mr. Schumer said.
On the insurance issue, Rep. Eliot
Engel (D-N.Y.) has introduced legisla-
tion that would force insurance compa-
nies to pay Holocaust-era claims that
have been ignored for decades, with stiff
fines if they do not provide detailed
information to the Commerce
