now urging lawmakers to draft a new
bill without the exemption.
Senator Gary Peters (D-Pontiac) is
on the Judiciary Committee, where
the bill is currently stalled, and says he
is working on an alternate proposal
that includes prisoners.
"It's very difficult to rehabilitate
\prisoners in our system, but those that
'become more religious, it tends to
have a dramatic impact on their
behavior," he said. "Religion is a pow-
erful force in changing an individual's
life. To say that because you're incar-
cerated you shouldn't have freedom to
practice your religion, it's bad policy."

According to Peters, only three
cases were brought by prisoners under
the federal RFRA law, which was on
the books for three years.
But Matt Davis, a spokesperson for
the Michigan Department of
Corrections, which is lobbying for a
prison exemption, says RFRA could
)lead to frivolous lawsuits in the prison
system.
"Without an exemption, RFRA
would make it much more difficult for
us to manage our prisons," he said.
"Prisons are not a free society. There is
a loss of rights when you have your
day in court. It's not just religion —
there are a lot of restrictions on people
who have committed crimes."
According to Michael Lieberman,
Washington, D.C., counsel for the
ADL and co-chair of the national
RFRA coalition's state legislative task
force, two states already have RFRA
laws on the books, and legislation is
currently pending in nine. The
national RFRA coalition strongly
opposes prison exemptions, said
Lieberman.
"Our standard has always been that
religious freedom means religious free-
dom for all. From the Jewish perspec-
tive, this is not just an abstract issue.
There are Jews in prison and many
want to have their religious rights and
observances protected," he said. 0
