groups active on the domestic front.
The $1.73 trillion package, which
could produce the first budget surplus
in 30 years, includes major education,
child care and social service initiatives
favored by many Jewish groups.
But funding for those proposals
depends on a kind of economic besf-
case scenario, and on a change of
heart among congressional
Republicans, who have made big tax
cuts a top priority.
At the top of the list for Jewish
activists is an administration proposal
to restore some $2 billion in food
stamp benefits over five years to legal
immigrants, who were barred from
receiving them by the 1996 welfare
reform law.
The proposal comes on top of last
year's restoration of some
Supplemental Security Income and
Medicaid benefits for disabled and
elderly legal immigrants.
"The food stamp increase is vital
for our community," said Diana Aviv,
Washington director for the Council
of Jewish Federations.
But the added benefits would not
come from the projected budget sur-
plus, which the administration wants
to put into the troubled Social
Security system. That means
Congress will have to find offsetting
cuts in the shrinking agriculture
budget, something that could prove
difficult.
A similar equation holds for the
\Th administration ' s proposal for $21 bil-
lion in new child care initiatives,
which many Jewish groups will active-
ly promote.
And many of the administration's
new proposals would be funded in
part by a sharp increase in cigarette
taxes as part of the hoped-for settle-
ment with the major tobacco compa-
nies and the closing of some corporate
tax loopholes. Both proposals face
tough going in Congress.
"Where the president gets money
for any of these initiatives will be the
important question," Ms. Aviv said.
"Right now, the numbers don't add
up. We will have an uphill fight to
find the money."
Jewish groups also will be watching
the bipartisan commission on

Medicare, which will begin studying
the huge entitlement program to pre-
pare a March 1999 report.
B'nai B'rith, which operates hous-
ing projects for Jewish seniors around
the country, will fight changes in the
budget that may substantially cut
funding for the construction of new
