addressing critical child care needs in
this country," said Sammie
Moshenberg, Washington director for
the National Council of Jewish
Women. "We're very pleased that he is
making it a focus of his final years as
president; we're excited about the scope
of the package."
But with Republicans pushing big
tax cuts in this election year, proposals `---\
for new domestic spending will be a
tough sell in Congress, said Reva Price,
Washington director for the Jewish
Council for Public Affairs.
"There are several domestic spend-
ing efforts that we need to pursue," she
said. "Child care is near the top — but
they will all be hard to get through
Congress. All of these programs address
serious holes in the system where peo-
ple aren't getting the basic services they
need."
The Orthodox Union expressed
"cautious optimism" about the propos-
al.
"But we are concerned that any
grants or tax credits for child care must
also equally support couples with one
parent who chooses to stay at home,"
said Nathan Diament, director of the
group's Institute for Public Affairs.
"And parents must be free to put their
children into any kind of child care
facility they want — including faith-
based institutions like churches and
synagogues."
That could mean a fight over
church-state issues — if the
Democratic package gets that far.
Jewish groups also are eager to hear
more about the president's reported
plan to restore up to $2 billion in food
stamp benefits for legal immigrants.
The White House has indicated that
details will not be forthcoming until
early February.
